This role is part of the Finance Chief Operating Office (COO) under the Global Quality Assurance program.
Quality Assurance (QA) is a key function that executes a multi-year plan covering transaction, conformance, and report production control testing of prioritized U. S. BCBS 239 Regulatory and Risk Management reports.
Finance Quality Assurance program is a global initiative with teams located in: New York, Tampa, Costa Rica, Manila, and Mumbai.
This position reports to Global Quality Assurance Governance and Controls Lead.
The QA Governance and Controls Manager is a senior-level position responsible for overseeing and managing the QA Governance and Controls book of work including issue management, compliance review and monitoring, internal controls, oversight and governance, policy and procedure management and lines of defense liaison.
This position partners with stakeholders in Finance QA Leadership, Federated Chief Data Offices, Finance Transformation Office and Finance Risk and Control to drive the execution of the Quality Assurance Governance and Controls Plan, including messaging to articulate risk and progress, through various channels and forums.
In addition to a strong finance, transformation and risk and controls background, a proven record of delivering regulatory commitments and stakeholder management experience will be key to your success and growth.
**Key Responsibilities**
Provide Governance and Controls Framework to Quality Assurance Business in a Shared Services Function.
Leadership of the team will ensure compliance with governance requirements and on time delivery on Issue Management and Corrective Action Plans.
Responsible for executing functional strategy in area managed.
Determines approach to implementing functional strategy.
Accountable for end results, budgeting, planning, hiring, policy/procedure formulation and contribution to risk and control strategy.
**QA Governance and Controls Management**
- Coordinate the annual QA Governance and Controls planning session to set up priorities for the year, this includes alignment of Finance Objectives with book of work, identification of opportunities, mitigation of risks and the implementation of a robust operational and control framework
- Oversees the execution of key priorities of the Global Finance QA program to ensure that Governance and Controls goals aligned with Finance COO strategic objectives are delivered as expected.
- Monitor the execution of the QA Shared Services Governance and Controls book of work with the highest standard, timeliness, and quality.
- Create a culture that drives client excellence, controls excellence and operational excellence by taking leadership and ownership, delivering with pride and succeeding together to deliver defined outcomes at every level of the team
- Drive recruitment efforts, Build, Train and Develop the Governance and Controls Team
- Develop a strong working relationship with Finance Risk and Control
- Partner with GFT, Business Technology, IA, FCDOs, DGOs to design and implement the Target State Data Governance and Control part of the Operating Model.
- Bring clarity to challenging problems, mitigate execution risk and help others engage in and embrace a solution through identification of issues.
- Ensure adherence to relevant policies, standards and operating procedures pertaining to Testing E2E Process
- Support the standardization of Citi's QA Operating Model, Testing Execution, Governance Framework and Work Papers
- Promote a culture of collaboration and teamwork across organizations.
Demonstrates effective work relationships with business and global function colleagues
- Partner with the QA Leads to assess the internal risks of the business and determine placement of key controls
- Work in partnership with Finance Risk & Control to implement Governance controls and strengthen the Citi control environment
- Partner with QA Leads to implement clear milestones to drive corrective action plans
- Escalates issues to the governing bodies to resolve outstanding issues and make strategic Program decisions.
- Monitor progress or status with respect to Corrective Action Plans, MRAs and MRIAs.
Responsible for making sure that all issues are met and remediated by the QA Program.
- Maintains QA Operating Model and related Standard Operating Procedures
- Validate the accuracy and completeness of the ARCMs (Activity, Risk, Control and Monitoring)
- Design controls and monitoring tools to mitigate identified risks and escalate when necessary
**Transformation**
- Establish a robust interaction process to ensure proper participation and right forums to discuss Business, Consent Order, Quality Assurance Governance and Controls and Transformation updates.
- Engage and drive awareness through an effective communication strategy to deliver commitments and transition to Governance and Controls Target State.
