WHAT YOU WILL DO

TheHomeownership Policy & Operations Analystwill conduct economic, technical, and policy analysis related to OHCS’s Homeownership development, funding strategies and priorities. This position will participate in program development, planning; develop and implement operational controls and reporting that serve to increase efficiency, clarity, and alignment with diverse efforts.

WHAT WE’RE LOOKING FOR

Requested Skills

The individual in this position must have at least three of the following characteristics demonstrated in work or educational experience:
been responsible for running a program

been responsible for program development

been responsible for developing communication materials (memos, newsletters,PowerPoints, white papers)

knowledge of affordable housing development or compliance activities

knowledge of multifamily rental housing lending

been responsible for planning or coordinated significant processes, programs, or outreach efforts

have experience in researching and summarizing complex subject matters

working knowledge of equity impacts of programs, policies, and processes

We recognize that your time is valuable. We will be looking for the following qualifications in addition to the skills listed above:

A Bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills,AND
Four (4) years professional-level evaluative, analytical and planning work specific to program assessment and operational improvement
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills specific to program assessment and operational improvement

Our plan lays out ambitions goals to increase access o housing, including goals and strategies to prevent and address homelessness.

HOMEOWNERSHIP DIVISION

The Homeownership Section is dedicated to assisting low to moderate income families by partnering with Homeownership Centers across Oregon. In addition, the Oregon Bond Residential Loan Program assists first time homebuyers with competitive interest rate mortgage loans to help Oregonians purchase their first home. With the use of mortgage revenue bonds, these loans increase first time homebuyer’s purchasing power. Through the Homeownership Assistance Program (HOAP), OHCS offers funding assistance to our Homeownership Centers to provide services to Oregonians looking for financial counseling, first time homebuyer education, down payment assistance and foreclosure counseling. These programs benefit homebuyers with low incomes who might not otherwise have access to homeownership options and traditionalmortgage services. OHSI administers foreclosure prevention programs through the Hardest Hit Funds (HHF). The manufactured housing team develops and implements programs to create and sustain homeownership with manufactured homes. These programs benefit homebuyers with low incomes who might not otherwise have access to homeownership options and traditional mortgage services. This team identifies creative solutions to expand housing options by creating and preserving manufactured home parks, replacing or improving aging manufactured homes, and offering mortgage loans for qualified buyers.
