We are presently identifying candidates for a Maritime Executive Assistant position with the office of International Narcotics and Law Enforcement (INL) – US Embassy. The Maritime Executive Assistant will support the Maritime Program at the U.S. Embassy in Costa Rica in support of the host nation under the Central America Regional Security Initiative (CARSI). To succeed in the role of Maritime Executive Assistant, the candidate must demonstrate strong initiative and judgement, analytical skills, meticulous attention to detail and possess exceptional teamwork, time-management, and project tracking skills. The selected candidate must be able to efficiently complete tasks with minimal supervision, while showcasing independent, logical, and critical thinking abilities. The Maritime Executive Assistant must remain well-informed about key issues surrounding Costa Rica's endeavors to enhance its maritime security and interdiction capabilities, along with efforts aimed at deterring narcotics trafficking and other associated nefarious activities in the maritime domain to include illegal fishing, human smuggling and maritime environmental crimes. Additionally, the Maritime Executive Assistant must establish and foster strong partnerships with counterparts in the Costa Rican government, specifically with the Costa Rican Coast Guard (CRCG), the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) and maritime-related Non-Governmental Organizations, as well as the Office of Defense Representative and at U.S. Embassy San Jose. Minimum Qualifications Costa Rican national or legal resident with work permit. The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a U.S. Embassy security certification to gain Embassy access and be eligible for continued employment. Valid Costa Rican Driver License B1. High School Diploma. 4-year Bachelor's degree from an accredited University or College. English FSI level 3/3. Spanish FSI level 3/3. Availability to work full time; 8 hours per day, 5 days per week. Availability to travel to coastal or riverine regions of Costa Rica by land, air or sea.   Candidate must possess a minimum of three years of maritime-related work or academic experience.  Demonstrated analytical and international relations skills. Ability to perform unofficial translations of written documents into Spanish and English and to draft documents clearly and succinctly in English. Demonstrated proficiency using Microsoft Office Suite, including Word and Excel. Demonstrated experience in document control and on-line document record keeping. Superior communication and interpersonal skills, with the ability to communicate information and ideas orally and in writing. Demonstrated ability to work independently on projects and issues within overall policy guidelines. Demonstrated communication and liaison skills to work with a wide variety of governmental, public, and private sector representatives and local community members and groups. Duties and Responsibilities Within the scope of the INL Maritime Program, the Maritime Assistant will be responsible for:   Providing comprehensive project planning and administrative support to the INL Maritime Program Manager, Deputy and Specialist, undertaking diverse professional, administrative and project coordination tasks. Working closely with the INL Procurement team to prepare procurement packages with corresponding support documentation, that can include, but is not limited to, supporting information gathering for the authorized U.S. government official preparing the Independent Government Cost Estimates (IGCE), collecting quotes, reviewing specifications, preparing Statements of Work (SOW) or Performance Work Statements (PWS). Obtaining project-related information and drafting correspondence for Maritime Program Manager, Advisors, and Specialists without delay to ensure program-essential equipment, services, supplies, and training requirements are obtained. Coordinating official visits to coastal or riverine region of Costa Rica by U.S. Government officials or contract service providers to Costa Rica in support of any INL-funded maritime projects.   Coordinating INL-funded regional or domestic conferences, seminars or subject matter exchange visits with the Costa Rican Coast Guard and/or INCOPESCA.  Scheduling meetings, sending meeting invitations, reserving conference rooms, coordinating meetings refreshments and room setup for INL leadership and security advisors. Requires processing visitor access lists, developing meeting agendas, minutes, and following up on action items. Coordinating with host country officials ahead of project initiation to assess feasibility and sustainability and offering concise and actionable feedback in project reports to INL leadership; including presenting recommendations to address identified challenges. Drafting spend plans in collaboration with the Maritime Advisor's guidance. Support Maritime leadership oversight and coordination on matters related to the allocation of INL project funds with the INL Financial Specialist. Collaborating with the INL Travel and Training Coordinator to facilitate pre-training preparations for incoming mobile training teams, which requires: 1) ensuring required equipment and materials are in place; 2) ensuring personnel vetting is completed in accordance with U.S. law, regulations and standard operating procedures; 3) gathering trainee biographical information 4) confirming in support of Maritime leadership that adequate funding is available and assigned 5) maintaining training status updates through the completion of training. Maintaining up-to-date records: electronic files, database updates, and paper copies for each project as required by the INL Procurement section.  Working closely with the Contracting Officer Representative (COR) to provide inputs for timely monitoring of contractors' progress and performance to ensure compliance with all contract terms and conditions. Generating, reviewing, and translating correspondence in both Spanish and English. Applicants must possess specialized experience described below in administration, management, or procurement and be highly flexible and willingness to work under conditions of ongoing change, while remaining professional and respectful of colleagues and authority in a diverse workforce.
