Job Description :The Senior Adviser – Operations takes a leadership role in expanding the food assistance portfolio by providing strategic guidance on how food and cash-based transfers can be used as a resource for responding to multi-sectoral needs facing the vulnerable communities resulting from a rise in food insecurity, malnutrition and livelihoods deficits across the region(s). With growing conflicts across the globe, the need for food and cash-based transfer assistance to save lives, serve as safety nets, address nutrition deficiencies and protect livelihoods continues to rise. This role plays a primary role in providing advisory and operational technical guidance to World Vision Field Offices (FOs) in donor engagement and prepositioning, program design implementation and monitoring of food and cash-based transfer assistance and other multi-sector disaster management programs in emergency and recovery contexts. The position conducts critical risk analyses of countries' operational environments and guides field offices on tools, approaches, and systems to ensure programmes are implemented in a cost-efficient and effective manner, accountable to communities, donors, host government, humanitarian actors and other key stakeholders, support Field Offices to manage and mitigate operational risks and minimize liability to the organization. The position will support Field Offices to promote and strengthen World Vision International's position as a global partner of choice for UN Agencies, and bilateral, multilateral, and private donors. The position also provides technical support to Field Offices in talent management and capacity building and strengthening on all aspects of food and cash-based transfers, school meals, food security, resilience building, nutrition, WASH, education in emergencies, child protection, and climate adoption programmes.Major Job Responsibilities:(a) Technical SupportEnhance and maintain excellent performance in the management of food and cash-based transfer assistance and other multi-sector disaster management projects in compliance with the donor, humanitarian industry, and World Vision StandardsProvide technical oversight to the Field Offices through periodic monitoring visits, desk reviews, overseeing the establishment and implementation of risk management and compliance systems and procedures.Ensure programmatic and context risks are identified and appropriate mitigation measures for minimizing impact are established timely. Provide thought leadership at the regional level on all matters related to food and cash-based transfer and other multi-sector disaster management programming.Ensure collaboration and coordination mechanisms for providing support to Field Offices(FOs) are established with the active participation of Disaster Management (DM), Regional Offices (ROs), and Support Offices (SO) teams.Hold monthly and quarterly meetings with the FOs and SOs to review the programme implementation status, including organizing the quarterly Project Management Committee meetings.Hold quarterly meetings with the Regional Audit Director(s) to discuss food and cash-based transfer and other multi-sector disaster management programme risks and trends, for identification of effective risk management and mitigation measures.Be available for remote or in-country deployment to support Field Offices set-up food and cash-based transfer and other multi-sector disaster management projects.(b) Program Design and Implementation Work with Field Offices in the design and implementation of food and cash-based transfer assistance and other multi-sector disaster management projects during the emergency responses and recovery phase, with priority towards Category 3 Global Responses (as needed). Ensure Field Offices design quality and technical sound food and cash-based transfer and other multi-sector disaster management programs that align with global humanitarian, donor, and WV standards.All projects designed have effective risk management plans that take into account current operational and context factors.Projects designed have effective monitoring and humanitarian accountability systems, that are used to generate data and information for program improvement.Work with Field Offices to grow their program portfolio through quality programming, geographical expansion and winning of repeat grants.(C) Technical Capacity DevelopmentSupport Field Offices and emergency response teams to acquire adequate and competent technical capacity for designing and implementing quality and technically sound food and cash-based transfer and other multisector disaster management projects. Field offices have adequate and competent staff capacity needed to design and implement quality and technically sound food and cash-based transfer and other multi-sector disaster management projects.Ensure Field Offices are supported adequately to mobilize resources for capacity development and strengthening.Ensure before the start of each project, a detailed start-up workshop is conducted to appraise all staff with the details of the project.Provide staff capacity assessment and appropriate capacity building and strengthening initiatives that are planned and timely executed.Ensure SME roster of experienced food and cash-based transfer and other multi-sector disaster management staff is maintained in close collaboration with Disaster Management surge capacity & Field Offices P&C.Work with Regional HEADs, Humanitarian Emergency Affairs (HEA) managers, and technical specialists at Field Offices and Regional Office levels to ensure 3 or 4 SMEs are recruited and actively participating in regional disaster management training and national disaster management training.(d) Strategic Positioning and EngagementPromoting the WV Way within and outside WV.Collaborative engagements with other Global Centre (GC), Disaster Management, and regional teams.Support external engagement, policy, and advocacy initiatives.Actively represent WV in external engagement forums. Required Education and Experience for the Role:Bachelor's or master's degree in the field of Business, Business Administration, International Relations, Economics or equivalent and 15 years experience in humanitarian work (ten of which must be in food and cash-based transfer assistance project management) as a manager or director in a country office. Experience with both relief and development settings.Experience implementing and engaging with the major food and cash-based transfer (WFP, USAID/BHA, USDA, ECHO, etc.) and other UN donors (UNICEF, UNHCR, OCHA, FAO and UNDP) and regulations.Experience in leading and directly supporting the design, implementation and monitoring of large-scale food and cash-based transfer and other multi-sector disaster management programming.Experience in engagement with external actors i.e. clusters, working groups, interagency forums, and other collaboration platforms, etc. Skills in building rapport amongst donors, other NGOs, counterparts, and government agencies.Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.Ability to analyze and express ideas, and make excellent presentation sensitively.Formal training and specialist knowledge in food and cash-based transfer assistance and other UN grants programming, systems, and processes are strongly preferred.Training in community sensitization and mobilization – experience as a ToT or facilitator recommended.Required Language, Travel and/or Work Environment Accommodations English is requiredSpanish (highly preferred) and French preferred At least 50% of travel including to fragile contexts/countriesCompensation For US-based Candidates:For positions filled in the United States, the typical salary range for this role is USD 82,894 to USD 103,617. Ranges are based on various factors including the labor market, job type, job level, internal equity, and budget.
